For local and regional authorities

Your staff drive.
The authority is answerable for it.

Like any employer, the authority owes a duty of safety to its staff (decree no. 85-603, art. 108-1 of the local government service statute). Decree no. 2017-105 also requires it to name the driver of any service vehicle when an offence is committed. Diagnosis, advice or training — at your own pace, under the simplified procedure.

Diagnosis · Advice · Training
— three strands, pick and choose

Diagnosis, advice and training: these three services are strictly independent. You can start with a simple diagnosis to feed your DUERP, with no commitment whatsoever to what follows.

Strand 1

Road risk diagnosis

The ideal way in — with no training commitment

A full picture of how exposed your staff are to road risk: which departments and roles are concerned, service vehicles, current practice. A report you can drop straight into your DUERP.

  • Identifying the staff and departments exposed
  • Detailed picture of the service vehicle fleet
  • Accident analysis (rolling 3 years)
  • Report and ranked action plan — DUERP strand
Ask for a diagnosis →
Strand 2

Advice — policy & protocols

To get things in order before any training

Building your in-house tools: a service vehicle use policy, a driver identification protocol (decree 2017-105), an incident handling procedure, and the case to put to the F3SCT.

  • Driving policy — staff & service vehicles
  • Identification protocol (decree 2017-105)
  • Road strand of the DUERP & action plan
  • Briefing note for the F3SCT / CST

Strand 3

Training your staff

The hands-on session, on site

Short, modular sessions built around the constraints of a public service that has to keep running. In person at the municipal depot or in a meeting room, remotely, or a mix of both.

  • Group awareness session (½ to 1 day)
  • Targeted module: highways / waste / parks
  • Municipal police module & emergency driving
  • Eco-driving — savings on the operating budget

Worth remembering. You are under no obligation to take all three services. Plenty of councils start with a diagnosis to feed their DUERP, then decide what follows entirely freely — training, a policy, or nothing. The scope fits your training plan and your annual budget.

Eco-driving,
a way for the public sector to lead by example

Beyond the budget savings, training your staff in eco-driving answers your fleet-greening obligations head on, and backs up the public sector's role as an example on the energy transition.

−15%
CO₂ emissions
A municipal fleet trained to look ahead and hold its speed cuts direct emissions by 10 to 15 % — an immediate gain for your annual carbon footprint.
−15%
Fuel consumption
Direct savings on the fuel budget — a particularly useful lever when resources are tight and energy prices are rising.
+20%
Vehicle lifespan
Smooth driving limits premature wear (brakes, tyres, clutch). You renew the fleet less often — a gain for the budget and for the environment (fewer vehicles to build and to recycle).

Your legal obligations on sustainable mobility

The rules push local authorities to green their fleets and their working habits. Eco-driving training is among the quickest and cheapest ways to answer them.

Loi Climat & Résilience
Greening public fleets of more than 20 vehicles: 30 % low-emission vehicles at purchase from 2025. Training your staff multiplies the real-world impact.
LOM & the employer mobility plan
The French mobility framework act (“Loi d'orientation des mobilités”) requires employers with more than 50 staff on one site to have a mobility plan. Eco-driving and road risk prevention fit into it as concrete, workable strands.
Greenhouse gas assessment & PCAET
Authorities with more than 50,000 inhabitants must produce a greenhouse gas emissions assessment. The climate-air-energy territorial plans (PCAET) cover mobility — costing it and then cutting it is not optional.
Leading by example as a political lever
An authority that trains its own staff in eco-driving sends a strong signal to its residents — and makes its own mobility policies easier (ZFE low-emission zones, cycling plan, public awareness). A measured investment whose impact multiplies through the standing it earns to ask residents to change their own habits.

Road safety expertise
put to work for your area

Working on road risk analysis lets me go further than training staff: I bring an expert eye to your road infrastructure, your active mobility schemes and your eco-mobility policies. A natural extension of the training, to think about safety across the whole area.

Highways audit & advice
On-the-ground diagnosis

Spotting the accident black spots, analysis of signage, how readable junctions are, pedestrian crossings, traffic-calming measures. Costed, ranked recommendations for your technical services.

  • →Diagnosis of an accident-prone stretch
  • →Signage & visibility audit
  • →ZFE & 30 km/h zone recommendations
Active mobility
Cycling & walking

A look at the shared use of the road by everyone: safe cycling infrastructure, shared-space zones, continuous pedestrian routes, links between modes. Expertise that counts when you are designing or reworking your town's cycling plan.

  • →Review of a town cycling plan
  • →Advice on shared-space & 30 km/h zones
  • →Continuous pedestrian routes & links between modes
Public awareness
Teaching across the area

Designing and running local campaigns: sessions in schools, prevention days at the market, workshops for older residents, town communication around new schemes. Teaching that brings people with you.

  • →School sessions (primary/secondary)
  • →Stands & public workshops
  • →Communication support for ZFE and highway schemes
Why this expertise stands up
Beyond the state trainer's diploma, my working life in road risk prevention has given me a close knowledge of the French Highway Code, of risky behaviour on the ground and of the day-to-day operational trade-offs you make. I am neither a town planner nor a highways engineering firm (BET VRD) — I work alongside them: a road user & safety reading of your highway and mobility projects.

Simple ordering,
a training plan you keep control of

My services fit into the training plan of the authority. For placing the order, two practical routes, depending on your annual budget and how you work.

Route A · The fastest

Simplified procedure (MAPA)

For any service under €40,000 excl. VAT, article R. 2122-8 of the French public procurement code allows a procedure with no advertising and no formal competitive tendering. A quote and a purchase order are enough.

  • No formal competitive tendering
  • Short lead times — from a few days to two weeks
  • Ideal for the diagnosis, the advice, the group awareness session
  • Direct invoicing — VAT not applicable (art. 293B CGI)
Route B · CNFPT funding

Subcontracting through a Qualiopi-certified body

To draw on CNFPT funding under the 0.9 % levy the authority already pays, I work as a subcontractor to a Qualiopi-certified training body. You get the funding, I stand behind the teaching.

  • Draws on the existing CNFPT account
  • Goes into the annual training plan
  • The same session, the same trainer
  • Slightly longer administrative lead times
Which route to choose? It all depends on your calendar. The MAPA, being faster, suits one-off sessions. The CNFPT route is useful for writing the service into a multi-year plan or pooling it with other training. Let us talk it over: I will point you straight to whichever is simplest for you.

Protecting council staff on duty

Local authorities are under the same prevention obligations as private employers (article L. 4121-1, carried over to the public service). Road training is an unavoidable part of a sound health and safety approach at work.

How a public order is placed

Registered as an independent provider, I answer the various public procurement procedures for road safety.

Direct purchase

For work below the competitive tendering thresholds: a quote and a purchase order are enough.

Simplified procedure

Answer to a MAPA consultation — all administrative documents supplied on request.

Framework agreement

Multi-year agreements are possible for recurring awareness work.

Questions local authorities often ask

Which categories of staff are concerned?

Any member of staff — permanent or on contract — who has to drive a service or personal vehicle for work is concerned. That covers technical staff, public-facing services, cleaning staff and municipal police officers in particular.

Can you supply the public procurement documents?

Yes — Kbis extract, tax and social security certificates, professional liability insurance certificate, the trainer's detailed CV, references. The full administrative file is available on request.

How does this fit with the CST / F3SCT?

The training can be built into the prevention action plan approved by the CST / F3SCT (formerly CHSCT, since the end of 2022). The session report can be put to those bodies to show the prevention work has been done.

Do you work with the CNFPT?

The CNFPT runs its own road safety courses. What I offer comes on top, especially for tailored formats, in-person work on the ground or specialised subjects (two-wheelers, eco-driving, professional driving).

Agreement in progress: my business has started the process towards a direct agreement with the CNFPT. Until that comes through, the route remains subcontracting through a Qualiopi-certified training body (see the Funding section) — with no effect at all on your ability to draw on CNFPT funds; before long you will also be able to contract with me directly.

Do you work across the whole of Île-de-France?

Yes, mainly in Seine-et-Marne and across the whole Île-de-France region. For authorities further afield, get in touch so we can look at whether the travel works.
