Ways to put a contract in place
Direct award (below the threshold)
Below the threshold for exemption from procedure (€40,000 excl. VAT), an authority can contract directly, on a quotation, with no notice and no formal competitive tendering — while making sure public money is well spent.
Adapted-procedure contract (MAPA)
For a larger need, I respond to your consultation (specification, award criteria). Quotation, programme and administrative documents supplied in the format you ask for.
Data sovereignty
The tools I make available to you during the assignment change nothing about who owns your data: it stays yours, and you leave with all of it.
